Ambulanza per eventi e manifestazioni: ecco perché è obbligatoria
L’ambulanza per eventi e manifestazioni è un obbligo imprescindibile da considerare per gli organizzatori. Approfondiamo insieme l’argomento per garantire sempre la massima sicurezza a tutti.
Ambulanza è obbligatoria per la sicurezza degli eventi
L’obbligatorietà del presidio di un’ambulanza durante gli eventi è stato sancito con il D.Lgs. 28/08/1997. L’esecutorietà della legge si è avuta però solo il 05/08/2014. In quel giorno, la Conferenza Stato – Regioni e Provincie Autonome Trento e Bolzano ha stilato le linee d’indirizzo definitive sull’organizzazione dei soccorsi sanitari negli eventi e nelle manifestazioni.
Per evento si intende l’aggregazione, in numeri variabili di persone in luoghi chiusi od in spazi aperti delimitati: “L’organizzazione di eventi e manifestazioni di qualsiasi tipologia e connotazione, deve essere programmata e realizzata con il prioritario obiettivo di garantire il massimo livello di sicurezza possibile. Le manifestazioni e gli eventi devono sottostare ad una classificazione del “livello di rischio” che genera una probabilità di natura statistica di avere necessità di soccorso sanitario”.
Ambulanza per eventi: come funziona
Nel caso di eventi con rischio “moderato/elevato” il Soccorso Sanitario dovrà interfacciarsi con la centrale operativa del “112”, fornendo il “piano di soccorso” il più dettagliato possibile. Il piano deve riportare la descrizione di tutte le risorse, (mezzi (ambulanza per eventi), squadre di soccorso, ecc.). La centrale valuterà il Piano e rilascerà la validazione all’organizzatore o richiederà modifiche a tal fine.
Nel caso il rischio risulti addirittura “molto elevato” il piano dovrà essere approvato dalla Centrale Operativa del “Soccorso Pubblico”
Infine, i tempi di comunicazione del palesarsi dell’evento, sono i seguenti:
- Eventi con livello di rischio molto basso o basso: si dovrà dare comunicazione al servizio di emergenza territoriale entro 15 giorni prima dell’inizio
- Eventi con livello di rischio moderato o alto almeno 30 giorni prima
Oneri e costi di quanto sopra descritto, sono a carico dell’organizzatore dell’evento, che dovrà fornire anche al Coordinatore del servizio di Soccorso Sanitario.
